There's no need to choose a color for the Background, because the painters can change this color when they are painting up the drawings. For example, if they are painting a gray character and the background color is also gray, they can change this to another color that is easier to work with.
Note that changing the Background color in the palette affects the display only. No matter what color is used for the Background in the palette, the background is always transparent in the finished drawings, so that the real scene background appears behind the characters.
